European Commission 8th June 1995 (95/216/EC) Recommendations
Out of the 10 improvements recommended by the European commission only
6 would be considered as falling within reasonable adjustments to
improve access for the disabled, they are as follows:
1. Stopping Accuracy:
Lift to stop within +/- 10mm of the floor level, levelling accuracy to
be maintained +/- 20mm of floor level. For lifts where the stopping/
levelling accuracy cannot be maintained with these requirements a new
control system and VF drive should be fitted to traction lifts, on
hydraulic lifts a new hydraulic drive unit and control system should
be fitted.
2. Signalisation Systems:
Car position & car direction indicator. A
digital position indicator & voice synthesizer should be fitted to the
lift car to give audible and visual announcement of the floor position
and arrival. On each landing an audible and visual signal of the lift
car arrival should be fitted.
3. Operating Panels:
Car and landing push and signal systems to be
easily accessible and identified to disabled people. Where the
existing car pushes do not comply, a new car station should be fitted
with the push buttons laid out and conforming in identification,
colour etc. As stated in EN81-70. The landing stations should be
replaced with compliant push buttons and mounted at the correct
height.
4. Door Protection:
Automatic doors should be fitted with presence
detectors to alleviate the risk of crushing. A non-contact infra-red
safety edge should be fitted, giving constant protection from a height
of +25mm to 1800mm above finished floor level in the path of the
doors.
5. Auto Dialler (with acoustic coupler & sign):
Fitting of
telecommunication systems that will allow trapped passengers to
contact a 24 hour manned contact point. An auto dialler should be
fitted which will provide two way voice communication, the loud
speaker should be fitted with an acoustic coupler to aid people with
impaired hearing, the required international symbol should be
displayed in the lift car.
6. Emergency Light:
Lift cars should be fitted with an emergency
lighting that will operate in the event of a mains power failure.
